GZS: Trimesečni zamik uvedbe novega sistema omrežnine ni dovolj

Ljubljana, 12. junija – Na Gospodarski zbornici Slovenije (GZS) so pozdravili odločitev sveta Agencije za energijo, da začetek uporabe novega sistema obračuna omrežnine za električno energijo s 1. julija prestavi na 1. oktober. Vendar pa trimesečni zamik po njihovem mnenju nikakor ni dovolj.

Kot so v današnjem sporočilu izpostavili na GZS, so zamik uvedbe svetu agencije predlagali že pred meseci, potem ko so na podlagi lastne analize ugotovili, da bi bile nekatere uporabniške skupine izpostavljene izrazitemu, tudi več stoodstotnemu povišanju omrežnin.

Od agencije pričakujejo prilagoditev metodologije, saj razporeditev časovnih blokov podjetjem po njihovih navedbah ne omogoča prilagajanja odjema. “Cilj reforme naj bi bila namreč prav prilagajanje odjema ter optimizacija distribucijskega in elektroenergetskega sistema, kar je glede na trajanje posameznih časovnih blokov nemogoče,” so zapisali.

Agencija se je pri pripravi metodologije po njihovih besedah zgledovala po španskem sistemu, ki pa je z vidika gospodinjskih odjemalcev bolj pregleden, za poslovne odjemalce pa bolj prilagodljiv.

“Razumemo, da je agencija vložila veliko časa in energije v pripravo reforme obračunavanja omrežnine, vendar nihče ni nezmotljiv. Z vztrajanjem pri škodljivi reformi bi ogrozili poslovanje podjetij, omrežje pa ne bo nič manj obremenjeno,” je poudarila generalna direktorica GZS Vesna Nahtigal.

Reforma po navedbah zbornice ne upošteva specifičnosti gospodarskega in energetskega konteksta v Sloveniji ter ne temelji na ekonomskih analizah in oceni makroekonomskih vplivov reforme. “GZS si prizadeva za pravičnejšo porazdelitev stroškov omrežnine ob hkratnem zavedanju, da je nujno potrebno vlaganje v širitev distribucijskega sistema, če želimo slediti ciljem zelenega prehoda. Vendar ne izključno na račun gospodarstva,” so dodali.

Iz Agencije za energijo so danes sporočili, da je njihov svet na podlagi izčrpnega poročila o pripravljenosti informacijskih sistemov za izdajanje računov odjemalcem na predlog vodstva agencije sprejel odločitev, da se začetek uporabe prenove obračuna omrežnine prestavi na 1. oktober. Gre za tretjo prestavitev tega koraka.

V agenciji so zagotovili, da ves čas sproti spremljajo stanje uvajanja nove metodologije obračuna omrežnine. V zadnjih dveh mesecih so tako prejemali pobude za spremembo metodologije in prestavitev novega obračuna. Pobude za prestavitev so bile različne, predvsem pa interesno obarvane, so dodali.

Ministrstvo za okolje, podnebje in energijo je tako agenciji predlagalo, da se uvedba novega sistema obračunavanja zamakne še za dve leti. Pri tem se je sklicevalo na opozorila gospodarstva na dodatne stroške in dobaviteljev na nujnost testiranja novega obračuna za gladek prehod.
