Ljubljana, 5. septembra – DZ je na izredni seji s 50 glasovi za in 29 proti sprejel priporočila DZ o učinkovitosti obravnave romskih vprašanj, ki vladi predlaga pripravo sistemskih ukrepov s spremembo zakona o financiranju občin. Na koncu večurne razprave, ki se je na trenutke sprevrgla v politično obračunavanje, niso sprejeli dveh dopolnil opozicije.

Po večurni razpravi, ki so jo zahtevali poslanci iz vrst SDS, NSi, del poslancev Gibanja Svoboda, poslanec SD in nepovezana poslanka Mojca Šetinc Pašek, so poslanci izglasovali predlog štirih priporočil DZ vladi, ki jih je minuli teden potrdil odbor za notranje zadeve.

Tako DZ vladi predlaga, da v roku treh mesecev pripravi sistemske ukrepe s spremembo zakona o financiranju občin. Občine bi morale o porabi sredstev, ki jih pridobijo na podlagi deleža romske populacije, poročati uradu za narodnosti. Predlagajo tudi pripravo pravne podlage za zagotovitev denarja, namenjenega kontinuiranim projektom za integracijo Romov.

Razprava se je sicer vrtela okoli tega, kdo, kdaj in kaj je vse storil pri reševanju romske problematike. Opozicijski poslanci so večkrat poudarjali, da so bili prvi, ki so te rešitve predlagali. “Očita se nam, da grdo gledamo romsko skupnost, to ni res. Po dolgoletni vladavini LDS, ko je prišla desnosredinska vlada smo marca 2007 sprejeli zakon o romski skupnosti,” je na očitke koalicije, da “desna sredina” rome getoizira, kriminalizira in izključuje, dejal Jože Horvat (NSi).

Anja Bah Žibert (SDS) je večkrat poudarila, da so razmere na jugovzhodu države zaskrbljujoče. Kot je izpostavila, romski otroci ne prihajajo v šolo, globe se pišejo, kazni se ne izvršujejo, zato so po njenem potrebne sistemske spremembe. Tomaž Lisec (SDS) pa se je vprašal ali smo pred zakonom vsi enaki in hkrati odgovoril, da ne, kar lahko potrdi s primeri v Škocjanu, pa tudi v Sevnici. Romi kradejo, policiste ustrahujejo, za to pa niso kaznovani, je našteval in poudaril, da s predlogi oziroma dopolnili želijo med drugim državljanom zagotoviti varnost in povečati pooblastila policije. Predlagali so tudi sklic strateškega vrha političnih strank, da se nekaj naredi na temo reševanja romske problematike, kar DZ ni sprejel.

V nadaljevanju razprave je med drugim Lena Grgurevič (Gibanje Svoboda) izpostavila, da imamo neučinkovit sistem socialnega varstva, pa tudi težave pri izvajanju policijskih pooblastil. To težavo v sistemu vidi vse od osamosvojitve naprej.

Eden za vzrokov za poslabšanje problematike na jugovzhodu države Branko Zlobko (Gibanje Svoboda) vidi tudi v ukinitvi schengna. “Občani ne zaupajo državnim organom, Romi so v večini dobri,” je dejal in se vprašal, kaj delajo ali sploh ne delajo občinski odbori znotraj romske skupnosti.

Notranji minister Boštjan Poklukar je povedal, da je vlada pri tematiki Romov zelo aktivna in verjame, da bodo čim prej prišli do vseh rešitev, da bodo umirili celotno situacijo in da se bomo, kar je “najbolj pomembno, vsi državljani čutili enaki pred zakonom”.

Državni sekretar na ministrstvu za delo, družino in enake možnosti Dan Juvan je povedal, da ministrstvo pripravlja zakon, ki bo ukinil spodbude za neobiskovanje vrtca. “Poznamo to, da tisti, ki svojih otrok ne vpišejo v vrtec, dobijo 20 odstotkov višji otroški dodatek. Ta ukrep je preživet, izhaja iz časov, ko smo imeli polno zasedene vrtce,” je pojasnil.
